Job Description:
Position Title: Hazardous Materials Planner / Assistant EMA Coordinator
Status: Full-Time (35 hours/week)
Compensation: $25.00- $30.22 dependent on experience and qualifications
Benefits: County Benefits including Health Insurance, IMRF Retirement, Paid Time Off (Vacation, Sick, Personal), and Paid Government Holidays
Funding: Position dependent on availability of grant funding through the USDOT Hazardous Materials Emergency Preparedness (HMEP) grant program
Effingham County is seeking a qualified and motivated individual to serve as the Hazardous Materials Emergency Planner and Assistant Emergency Management Agency (EMA) Coordinator. This hybrid position supports county emergency management operations and leads hazardous materials preparedness and mitigation planning.
This full-time position is divided between:
- HMEP grant-related planning, coordination, and training activities
- Assistant EMA Coordinator duties, including serving as the Public Information Officer (PIO) for the EMA
- Also includes emergency response operations when necessaryPrimary ResponsibilitiesHazardous Materials Planning
- Assess threats and vulnerabilities related to hazardous materials storage, transport, and use within Effingham County
- Develop and maintain the County Hazardous Materials Emergency Plan in compliance with federal and state guidance
- Coordinate and facilitate Local Emergency Planning Committee (LEPC) meetings and ensure compliance with reporting and documentation requirements
- Identify risks and weaknesses in hazardous materials transportation routes, facilities, and emergency response capabilities
- Develop public education materials and outreach campaigns to mitigate risks and enhance community preparedness
- Plan, coordinate, and conduct training exercises focused on hazardous materials response and recovery
- Ensure compliance with all requirements of the USDOT/PHMSA HMEP grant, including tracking deliverables, performance measures, and annual reporting
Public Information Officer (PIO) Duties
- Develop, coordinate, and disseminate timely and accurate public information during emergencies or disasters
- Create and manage long-term public awareness and education campaigns related to emergency preparedness and community safety
- Prepare and distribute emergency press releases, social media updates, and public notifications in coordination with county leadership
Assistant EMA Coordinator Duties
- Support the EMA Coordinator in planning, response, recovery, and mitigation operations
- Serve as Acting EMA Coordinator when the EMA Coordinator is unavailable to include being on call one weekend per month
- Participate in emergency operations, disaster recovery, and coordination of mutual aid resources
- Maintain contact and coordination with local government officials, first responders, and partner agencies
- Assist with logistics, resource management, and coordination during EOC activations and exercises
Qualifications
Required:
- Be a resident or live near Effingham County to maintain effective emergency response
- Be a United States citizen, or eligible to work in the United States
- High school diploma or GED
- Strong written and verbal communication skills, including press release and public information writing.
- Experience in emergency planning, disaster preparedness, or related public safety field
- Ability to organize and facilitate meetings, training sessions, and public presentations
- Proficiency with Microsoft Office
- Experience as a Public Information Officer
- Hold a well-established, clean driving record and valid driver’s license
- Pass a background check
- Be of sound judgement and impeccable character
Preferred:
- Experience with HMEP, LEPC operations, or hazardous materials planning and response
- ICS/NIMS certification (minimum IS-100, IS-200, IS-700, IS-800; ability to obtain higher-level training)
- A minimum of 5 years of experience or Bachelor’s degree in Emergency Management, Public Safety, Communications, Marketing or related field (or equivalent combination of education and experience)
