Board Chairman signs Executive Order requiring contractor registration and licensing verification during local disaster declaration


On June 19, 2026, The Effingham County Chairman, Josh Douthit, signed an executive order requiring contractor registration and licensing verification during local disaster declaration.

This order includes requirements for the following:

  • Mandatory Contractor Registration (Does not apply to any business with a principal address in Effingham County established prior to June 17, 2026)
  • Required Documentation for Registration
    • Liability Insurance
    • Illinois business license or Illinois Secretary of State business registration or similar from home state
    • Copies of all trade-specific licenses required by Illinois law, including but not limited to IL roofing license, IL plumbing license, IL electrical license, any other state-mandated occupational or professional license required to perform the work being offered
    • Legal business name and contact information
    • Names of all on-site representatives
    • Description of services to be offered
    • Locations of intended operations within the county

Failure to comply with the Order may result in removal from the disaster area, referral to law enforcement, denial of access to affected zones, civil or administrative penalties as allowed under Illinois law, and any additional remedies available to the County or State.

The Order will remain in effect for the duration of the Local Disaster Declaration issued June 17, 2026, including any extensions, unless amended or rescinded in writing by the Effingham County Board.      Signed Executive Order Requiring Contractor Registration
